 "The 2011 off the Pacific coast of Tohoku Earthquake" and especially the Fukushima Daiichi nuclear disaster raised radical problem to, not only Fukushima prefecture but also Japan, furthermore neighboring countries. The impact of Fukushima also resonated worldwide. The question having to being asked here is how clearly we can design our future of Japan. The purpose of this research project is to examine the changes of citizens' life consciousness developing interdependently of those of national government's policy and local one's that should also be put our focus on. Analyzing this, firstly from the point of "anti‐," or "post‐," or "pro‐" nuclear power facility, secondly from the viewpoint of "sustainable development" or "reconstruction" of local communities, we will show how to resolve the problem from communal point of view. The case study areas are Kariwa village and Kashiwazaki city in Niigata prefecture, which are siting nuclear power plants. In the former, inhabitant' poll regarding the approval or disapproval of the MOX fuel use at Kasiwazaki-Kariwa nuclear station was only carried out in nuclear power plant siting areas. Finally, with change of the public opinion of nuclear energy utilization, South Korea is faced with the critical problem how such a subject should be resolved as well as in Japan. Comparing with the similarity and difference of local communities and social movements in these two countries, we would like to examine possibilities of solving regional subjects with the cosmopolitan framework beyond national one (U. Beck).
