企画書・概要 (Abstract of Project Proposal)

本企画では、日本の公立学校に通う外国人児童生徒が学校教育を通して理解力・思考力・表現力を不足なく養っていけるように、一人一人の言語習得状況を踏まえ各自の段階に応じて日本語と母語の二つの道筋を考慮した学習指導を可能とする教育制度の確立を目指す。また、兵庫県に対する政策提言を行い、県外との連携によって全国規模での展開を目指す。 兵庫県の母語学習支援を主とした外国人児童生徒への取り組みの成果を、かつて当事者であった外国人青年やその支援者へのヒアリング、学術研究者たちが積み重ねてきた知見と照合しつつ検討し、企画参加者内で議論を深め、提言を作成する。また、本提言による政策実施の必要性を教育関係者の枠を超えて、さらには保護者が不在とならないよう広く普及していくことを目的としたドキュメンタリー映像のDVDを多言語で制作する。提言書とDVDにおいて、いまだ国内では少ないバイリンガル教育の本格的な取り組みについて紹介するため、アメリカ・ミシガン州の教育現場の取材撮影を行う。政策提言の普及を目的に、参加者と協力者によるシンポジウムやミックス・ルーツのアーティストによるパフォーマンスなどを交えたイベントも開催する。

The aim of the project is to establish educational system in Japanese public schools providing linguistically and culturally diverse youth with a learning support program in both Japanese and their mother languages. The much needed program will allow each student to receive support on academic subjects matching to their Japanese and mother language proficiency. Receiving learning support in both Japanese and the language of the home will enable the students with multicultural backgrounds to nurture their abilities to understand school subjects and abstract ideas, think and express their thoughts. At the end of the project, the project members will propose an educational policy to Hyogo prefectural government. A policy will be made after having a series of discussion, applying accumulated knowledge of the academic researchers and reflecting on interviews with adults who grew up in a diverse environment and individuals supportive of their educational and social development. Furthermore, using the network of youth support organizations and individuals, the members will continue with the effort to incorporate the learning support program into educational system in public schools across Japan 
During the project term, the project members will produce a documentary film in multi-languages with the purpose of promoting the importance of implementing the policy to the public including the parents of the children with multicultural backgrounds so that the parents will be present during the process. The selected members will visit a bilingual school in Michigan, U.S., a pioneer in bilingual education, to introduce their advanced program in the DVD. In addition to producing the DVD, the members and the individuals supportive of the project will plan a symposium and event featuring mixed-roots artists to promote the policy to the wider public.
