 Any country, regardless its system of governance, legitimates natural resources conservation such as air, water, and soil as public goods. However, we yet enact a comprehensive soil resource conservation act in Japan. It shadows that we could not design a blueprint of nationwide landuse with a concept of sustainable utilization of soil resources. In this connection, we propose our research topic, which purposes preparing an institutional framework of sustainable soil conservation under diversified geographic conditions in Japan. While we refer precedent countries enacting a soil conservation act, we consider soil-human relationship, which has often been ignored in the society among that of natural resources. The expected research result would be a draft of comprehensive soil conservation act. We think that publishing the draft would be a significant eye-opener for our society to explore an innovative viewpoint of sustainable soil conservation. We also expect a further ambitious perspective of our research outcome, which reminds us of the common environmental feature, so-called Monsoon Asia. We can call for a cooperative dialogue among them, referring to the proposed framework, to take an initiative to develop a framework, of region wide sustainability in the context of soil conservation.
