 Water treatment systems and waste water treatment systems are necessary infrastructures in urban areas. In those systems, disinfection technology has been playing a key role for management of public health. However, water infrastructures are not well equipped in developing countries. Moreover, even if they are constructed, disinfection technologies are always unemployed or misused. We could assume those reasons as inadequate transfer of technology, inappropriate system of management. This study stands on a different perspective from previous researches; there are not willing to utilize those technologies because there may be a difference in recognition or fundamental anxiety to new technology. 
 This study hypothesizes that technologies in developed countries have many lacks to be accepted in developing countries. Moreover, this study hypothesizes those technologies are deficient for them both technically and socially. This study has a specific focus on disinfection technology in water and waste water treatment systems. Questionnaire and interview survey will be performed against engineers in developing countries. A perspective from the country will be revealed from the survey. This research further aims to propose technological measures in consideration of social background of the country.
