 In Japan recently, citizen participation in public spheres has become more common: neighborhood and citizen organizations are taking initiatives in improving their community on the concept of "Machizukuri": experts in urban planning and architecture are utilizing methods of "Community Design" for the empowerment of local communities. Also, in developing public policy, local governments and administrative organizations have introduced some participatory ways of approach in the planning process. The concept of citizen participation itself has become diverse. However, it has not yet been well perceived how the various participatory activities operate within and affect the whole urban social/spatial system.
 The diverse form of citizen participation in the urban settings can be understood as acts trying to recover their own local systems against public authorities or large-scale policies. Therefore, considering the level of citizen participation in a certain city may lead to reconsidering the state of its democracy, helping us to come up with a clear vision of a social justice.
 The present project focuses on the International Observatory on Participatory Democracy (IOPD), an international network mainly between Latin American and European cities aiming to promote participatory democracy. Through identifying the process of its establishment, its current effort, and its impact on the participatory programs in Latin American and European cities, the project especially will;
 1. Present a theoretical framework explaining that individual efforts to improve their community may lead to the improvement of the city as a whole.
 2. Create an actual ground based on the above theory to promote participatory designing in the development of public policy.
