Renewable energies are very important elements for regional sustainable development from the both viewpoints of environment and economy. Regional renewable heat and electricity energies contribute to add new regional value then increase the cultural value. In order to popularize and promote community business by decentralized regional renewables, this project consists three special groups. First, Quantitative Analysis of Regional Value Added by Renewables Group, Second, Business Model focus on domestic issue Group, Third, Southeast Group. Each outcome is concluded by Unification Team. Based on these reviews, we propose political tools and support schemes that contribute to regional sustainable development, while mutual learning and sympathize each other.

実施報告書・概要 (Summary of Final Report)


"Quantitative analysis" group modeled Japanese Regional Value Added (RVA) analysis tool in the first half, then applied it to advanced Japanese municipalities. in second half It shows that a community based Photovoltaic operator yield Regional Value Added in this municipality certainly. "Business model group" reviewed Japanese Renewable Energy, especially on Photovoltaic generation, Wind generation, Woody Biomass thermal use, and Hot spring generation, that are initiated by local community or joint with local community.
  In Southeast Asia, we reviewed Thailand and Vietnam. Main steams are invested by large capitalization in these countries. On the other hand, central government carries 800MW Photovoltaic quota system for local government and agricultural cooperative in Thailand. It will be a good trigger for community based RE. In Vietnam, we reviewed community Biogas supply. It tends to overproduction. It is very important to raise community autonomy through development of the freedom of association, then connect to regional sustainable development.
