Hokkaido has a high potential for the introduction for the renewable energy. This project is trying to find the result and the achievement of the introducing the renewble energy at Hokkaido area and to policy poroposal for the improvement of regime and actor. This project is focuing on the social condition and agenda of the renewable energy project which is contributing the regional activation. For that porpose this project is trying to the on site investigation of each project and research survey to find out the difficulty and problems of expanding renewable energy further and to propose the improvement. At the same time, the project is organizing the seminar and panel discussion of succeeded projects such as citizens windfarm and solar panel project of agricultural coop, biogas plant. The result of each survey and discussion will be disclosed to all Japan and Asian countries fosucing on the improvement proposal after the introduction of FIT in Japan.
We have carried out questionnaire survey of municipalities in Hokkaido to understand the current situation and its intention to the introduction of renewable energy.
The result is used for the policy recommendations to the candidate’s policy at the unified local elections (April 2015). We have created visual materials of potential of renewable energy in Hokkaido, for raising awareness regarding its contribution to the local revitalization. Visual materials, achievements and experience are distributed to
relevant organizations, by internet to Japan and other Asian countries. By visits and seminars held at the renewable energy utilization, we have shared experience exchanges with the participants along with the grasp of the achievements and challenges of the efforts of each region. Future challenges, the need for information sharing on the use of renewable energy in the region, challenges to the connection limit to the power grid, financing, an area agreement, can be pointed out. For the problem-solving, the information disclosure, with local participation and benefit is important issue, and policy support by local governments is also important. In addition, lobbying for the country to the priority connection of renewable energy to the grid, there is a need for recommendations to the current state of understanding and country and power company for system connection and transmission network maintenance.
