Structuring of "Discrimination" and Development of the Action Transformation Program to Act without the Tacit Consent for Disability Discrimination: Shift from "Looking on," "Indifference," and "Descriptive Understanding"

The purpose of this research is to regard a discrimination against a person with disability act from a viewpoint of "looking on," "descriptive understanding," and "unconcern." The second one is to develop the educational program for taking the action which does not tolerate the discriminating act to a person with disability. In research I, a candidate watches the scene of discrimination against a person with disability and describes honest impression, action that is predicted when he/she were in the place and its reason. These results are proved that looking on produces discrimination of the Great Society. In research II, a detailed interview is carried out for persons who associate with a person with developmental disorder. Then relation with relationship and discrimination consciousness and relation with understanding and unconcern are examined. In research III, the new educational program is developed based on a result of research I and II. The program includes two important contents, (1) discrimination that looking on produces (2) discrimination that indifference produces. This program is provided to university students and persons in a community. Then, the effectiveness of program is examined using quantitative and qualitative methods. Furthermore, the program is improved based on the result and is modified. The educational program developed in this research has a purpose to take action for the discrimination act to a person with disability that had only few effects by the conventional program. It contributes understanding a person with disability in true meaning, namely the construction of relationship with a person with and without disability.
