  This study develops a new framework of Smart City development planning in India. It focuses on four dimensional assessment covering three dimensions of natural resource management including water, energy and land use and the human behavior for sustainable development as the fourth dimension in the context of a modern city development. This study attempts to go beyond the general definition of Smart City and to introduce a new concept of resource efficient city which can overcome increasing level of resource scarcity in a more sustainable manner in the future. Definition of smart city used here from a resource utilization perspective. This study attempts to create a new urban development framework for Indian cities which is philosophically based on Indian tradition in one hand and on modern developmental outlook on the other hand which is scientifically robust, economically viable and environmentally benign. An Integrated Assessment Framework for city development has been proposed in this study which is further supported by the human behavioral analysis to derive the final resource demand in the system. This study also demonstrates the way the new framework of city development can be applied for creating new Smart Cities in India.
