In rural area, depopulation and aging problem are actualizing not only in Japan but also in East or South East Asian countries that are significantly developing in terms of economy. The ultimate condition for regional sustainable development is to maintain their population. To overcome this difficult problem, pioneering case of "Local Energy Governance" has a lot of suggestion. Pioneering municipality cases of "Local Energy Governance" in Japanese rural areas, a number of moving-in people exceed moving-out people. This is because income and employment opportunities are increasing in these areas by "Local Energy Governance". This project is based on our present situation review and policy recommendation activity through the "Renewable energy practice for sustainable community development" (FY2014). Through the achievement, we investigate the possibility of "Local Energy Governance" common to Japan and Asian countries for regional sustainable development.
