企画書・概要 (Abstract of Project Proposal)

精神・知的・身体に障害を抱える人々の数は、日本において年々増加傾向にあり、就労層の減少や税収の不足、福祉従事者の枯渇など社会に多くの影響を与えている。障害者雇用に関連する法制度は整えられている一方で、当事者自身は未だ就職難に悩まされており、障害者が自発的に活躍していける共生社会の実現には至っていない。他方、インドネシアにおいても障害者の就労は深刻かつ喫緊の課題となっており、漸く法律は整いつつあるものの、企業における障害者雇用は十分に進んでいない。障害者就労を取り巻く環境は異なるが、両国の障害者就労に関わるアクターが交流し、互いの好事例を学ぶことにより、課題解決の促進を目指す。また、両国とも根源的な課題は社会に存在する障害者への偏見や差別であり、そのような社会のスティグマを、共に国を超えて取り除いていきながら、障害者を含めた誰もが生き生きと働き輝ける、包摂的で持続可能な社会の実現を目指す。

The number of peoples with disabilities (PWD) is growing every year in Japan, causing various social problems including the decrease in the working population, a lack of tax revenue, and depletion of welfare workers’ manpower. While the relevant legal system and policies have already been established, PWD still have difficulty being employed and the sociality where PWD can actively participate has not been yet realized. Similarly in Indonesia, the employment of PWD has been a serious and pressing issue. While relevant laws have just been enforced in Indonesia, the actual employment of PWD in companies has not progressed much. Although the environments surrounding this issue in each country are different, both sides would be able to learn from good practices of each other by engaging various related actors, and to accelerate in addressing the issue. Moreover, the root cause of this issue in both countries is prejudice and discrimination among the society against PWD. Therefore, we aim to remove such stigma in the society across borders and build the inclusive and sustainable society where every person including PWD can work lively and realize a vigorous life.

実施報告書・概要 (Summary of Final Report)

障害を抱える人々の数は、日本において年々増加傾向にある。障害者就労に関連する法制度は整えられている一方で、当事者自身は未だ就職難に悩まされている。他方、インドネシアにおいても障害者の就労は深刻な課題となっており、漸く法律は整いつつあるものの、障害者雇用は十分に進んでいない。障害者就労を取り巻く環境はそれぞれ異なるが、両国の多様なアクターが交流し、互いのグッドプラクティスを学ぶことにより、課題解決の促進を目指す活動を実施した。具体的には、双方のチームが相手国を訪問し、障害当事者とその家族、そして障害者就労に取り組む団体、行政機関、さらに障害者を雇用している企業にインタビューを実施した。その上で、障害者を雇用する企業を増やし雇用後も障害者が生き生きと働ける環境を作ることを目的とし、障害者雇用の効果や、雇用にあたって必要なプロセスや環境、雇用後の対応等をまとめた実践的なガイドラインを作成した。

Although the environments surrounding this issue in each country are different, we believe both sides can learn from good practices of each other by engaging various related actors, and to accelerate in addressing the issue.
In this project, each team visited a partner country and conduct interviews with PWDs, their families, NPOs, social entrepreneurs, governmental organizations and companies which employ PWDs. Then, we created a guideline which summarizes effects of the employment of PWD, environment and processes that are necessary for their employment and how to treat them after their employment. We sent them out to a number of companies by creating both hard copy and digital version. The main objective was to increase the number of companies which employ PWD and create environment where they can work lively after they are employed.
