    水環境の再生・保全は、持続可能な社会の実現において非常に重要である。従来の研究では、国の政策や科学技術など、トップダウン型の視点から水環境の再生・保全問題を考察するものが少なくなかった。また、住民参加型、多主体協働型、流域ガバナンス型の水環境保全対策が提唱されることも多く、日本のような社会には大きく寄与してきた。発展途上国では、行政主導、科学技術主導型の環境対策が主流になりがちで住民の妥協的な「参加」が目立つ。そのため、現時点では、弱体化されてきた住民の権益、知識、組織をいかに格上げで重要視すべきか、住民の水環境利用の権益を保障しつつ、住民が主体的に行う持続的な(ボトムアップ型)水環境の保全に向けた推進体制をいかに構築すべきかといった問題を明確にする必要がある。本研究は、日本と中国の湖沼・河川(滋賀県の琵琶湖流域、雲南省の1m海流域)を比較研究の対象にし、日本の環境技術・理念の国際的展開における新たな価値の創出及び中国の視点に立った住民参加型環境保全の制度構築を実証的に検討する。

    Aquatic environment purification and preservation are increasingly crucial in achieving a sustainable society. It was not uncommon that the extant research approached the issue of aquatic environment purification and preservation from the viewpoints of national policies or application of science and technology in a top-down manner. It is undeniable that the models of citizen participation, multi-actor collaboration or whole drainage system for preserving the water environment has been increased and has contributed significantly in the case of Japanese society. However, in the case of many developing countries, the government-initiated mechanisms and initiatives based on science and technology application tend to play the dominant role. In addition, it is the common practice that local citizens compromise to participate in those initiatives under external forces. Therefore, it becomes an urgent issue to clarify how to put more focus on the standpoint of local citizens, folk knowledge and organizations and how to guarantee the local citizens' rights to water utilization meanwhile building the system to promote water environment preservation based on bottom-up initiatives by citizens. This research conducts a comparative study on the lakes' and rivers' basins in Japan and China by taking the Biwa lake of Shiga prefecture in Japan and Erhai lake of Yunnan province in China as case studies. It aims at examining empirically the system construction in promoting the water environment utilization and preservation based on bottom-up initiatives by local citizens in China and meanwhile explore new evidence on the application of the Japanese model of environmental sustainability in the international context.
