企画書・概要 (Abstract of Project Proposal)

The Treaty on the Prohibition of Nuclear Weapons adopted in 2017 declares the significance of "victim assistance and environmental remediation" as well as "international cooperation and assistance" based upon its recognition of "the disproportionate impact of nuclear-weapon activities on indigenous peoples." As acknowledged by the Treaty, nuclear disasters and related compensation issues have become global phenomena. Nevertheless, international community has yet to establish the standardized models of compensation system for nuclear victims. Neither have we found answers to such questions as "How can we conceptualize invisible nuclear sufferers?" Given the pressing problems mentioned above, this project examines compensation measures created not only for atomic-bombing survivors but also for those who have been victimized by nuclear tests all across the globe. With a prime emphasis on fieldwork, it investigates the state of victimhood and social assistance system in each society. Building upon this comparative international approach, it sheds light on the achievements, challenges, and characteristics of each compensation system and what we have achieved on the global scale. The project discusses issues related to international humanitarian law and medical treatment for nuclear survivors while theorizing such concepts as "compensation for the past, the present and the future" and "nuclear justice" which nuclear survivors came up at the same time. In our search for "nuclear justice," we offer our basic understanding of nuclear disasters and the kind of compensation system vital for the victims. Our research project as a whole will be a pioneering field of study, which we have named the "studies on global hibakusha."
