 Most European societies, like Japan, are facing a high and rising need of (health) care workers. The recruitment of migrants has widely been practiced as a quick and flexible neo-liberal solution to this "care crisis". Migrants work, formally or informally, as doctors, nurses and other kinds of healthcare personnel at institutionalized and private space. Knowledge and skills brought by these migrant workers are, however, not always recognized, valued or appreciated. This leads to "brain waste" (i.e. deskilling and skills loss), ineffective human resource utilization and failure of social inclusion, which is detrimental to the quest for a sustainable and resilient society. A new value system that pushes forward justice, respect and ethical care is urgently called for. These new values will ensure that migrant workers can practice and develop their skills and knowledge, and that care-seekers can receive the most quality care. With a mixed-method, multi-scalar and multi-stakeholder approach, this research aims to (1) assess the level of skill recognition (or lack of) among Indonesian care workers in the Netherlands; (2) identify factors that account for openings and barriers in skill recognition and development; (3) produce policy and practice recommendations and (4) advance theoretical discourses surrounding the migration-knowledge nexus.
