Since 2008, based on the Economic Partnership Agreements (EPA) between Japan and the Philippines, Indonesia, and Vietnam, respectively, more than 5,000 foreign nurses and careworkers have been to Japan, and nearly half of them have already returned home. They have learned the Japanese language as well as Japanese geriatric nursing and caregiving skills. They can be the main agents who can create solutions in the face of the common problems of aging of their home countries and emigration of nurses and careworkers. This project supports the ex-EPA nurses and careworkers to develop innovatively businesses and/or policy research. Returnees of the three countries will gather to introduce each other the unique activities; for example, a) well-minded manpower recruitment agency as a social business; b) establishment of the “Welfare-Caregiver-Nurse” as a new profession for returnee nurses who have learned person-centered-care in carework; c) health promotion combined with rehabilitation, and d) adaption of Japanese long-term care insurance system, and so on. Government officials from three countries will also be enjoined to share the perspectives of the returnees. Sending country suffer from brain-drain of nurses, but the project supports the creation of opportunities for the returnees as uniquely skilled professionals.
